As best as I can recall, that particular sign set forth some rules for visitors to Sipadan Island, since the island itself and the underwater habitat surrounding it are part of a nature preserve.

And yes, it was hilarious -- once you were there. Watching the arrivals each day was great sport. Without exception, they all looked absolutely shell-shocked as they waded ashore.

That is hilarious! The long voyage, the breakneck boat trip to nowhere, debarking into half a fathom of water, and realizing that you're the main attraction! The beach volleyball net must have been a bizarre, if comforting, sight. And what's the big sign in the final photo -- house rules?
